Why now

This is not a landscaping preference. It is a statute.

Assembly Bill 356 makes non-functional turf on commercial, multifamily and common-interest property unlawful to irrigate with Colorado River water after 1 January 2027. Property owners who wait will be competing for the same crews in the last six months.

The money

The rebate usually pays for most of it.

This is the part property owners get wrong. The SNWA rebate is paid per square foot of converted turf, and it is approved before the work starts — not claimed afterwards and hoped for. On a typical commercial conversion the rebate covers a substantial share of the cost, which is why waiting until 2027 is the expensive option.
